Prisoner to Productive Employee...A Proven Path Forward

The Honorable E. Richard Webber, Senior U.S. District Judge and Scott Anders, Chief U.S Probation Officer shared the impact on the Eastern District of Missouri innovative program that is putting ex-offenders & felons to work, reducing recidivism, and providing employers new labor pool.
 
Some sobering facts about ex-offenders:
  • 1 in 32 U.S. adults currently under community supervision
  • 1 in 99 adults currently incarcerated
  • More than 650,000 inmates released annually
  
While the national recidivism rate is 67.7% within 3 years, those in the Eastern District program have a recidivism rate of 14.9%. The program involves working with employers and ex-offenders.

The Court program works with ex-offenders to:
  • Assess attitude, aptitude, and skills of ex-offenders
  • Assist in obtaining necessary certifications, tools, and uniforms
  • Provide life skills such as workplace etiquette
  • Require mandatory, random drug testing
